There are those people who do this to scam insurance companies. I have witnessed either the worst driver or a scammer literally run into the rear of a parked semi at a Walmart! They approached the driver and tried to blame him for rolling back into them. Unfortunately for them I was next to the semi and got out with the driver and confronted them. They jumped back in their vehicle and drove away.

I used to drive in Shenzhen China，met such drivers on highway a few times. These Chinese drivers doesn't have the slightest idea that was dangerous to themselves and others violated road rule to stop on highway suddenly，often try to move to exit ramp to their right. I met such driver once in LA highway once. I knew the car was driven by Chinese without checking it out. They were 100% driving school educated in order to get license in China， and their driving school doesn't teach them highway/roadway safety concept.
This happens in Tijuana all the time. A simple little hit-from-behind fender bender turns into at least 20 minutes of traffic because drivers have to wait for the “perito” and insurance companies to come out to the accident scene. Very dangerous. Don’t ever get in an accident there!

I used to drive in Shenzhen China，met such drivers on highway a few times. These Chinese drivers doesn't have the slightest idea that was dangerous to themselves and others violated road rule to stop on highway suddenly，often try to move to exit ramp to their right. I met such driver once in LA highway once. I knew the car was driven by Chinese without checking it out.
They were 100% driving school educated in order to get license in China， and their driving school doesn't teach them highway/roadway safety concept.

This happens in Tijuana all the time. A simple little hit-from-behind fender bender turns into at least 20 minutes of traffic because drivers have to wait for the “perito” and insurance companies to come out to the accident scene. Very dangerous. Don’t ever get in an accident there!
