So as of yet I can't figure out the signature. However, I have information that may assist someone in finding it. The ball appears to be from Richmond RFC, at this time they were sponsored by Oracle. This places the date of the ball itself firmly in the late 90s. I believe that sponsorship went live in the 1997-98 season. It ended in the 98-99 season. Oracle was the major financial backer of Richmond RFC at this time to the tune of 500k, the largest sponsorship in the league. However the team was spending 2.5m on wages and in dire financial troubles. The club following the 98-99 season went into administration and the Oracle sponsorship ended. So the LIKELY date of that signature would be 1997-99 while the club was partnered with Oracle. And being branded for the club. I would assume it is likely that a player from the club in that time was the signer.

But Scott Quinnell has a ton of autographs out there and is easily identifiable. Statbunker had a bunch of their roster lists from those years like for the TB Cup but the site appears to be having trouble loading lately. On those and their 1997 Draftguru roster list, very very few names match near the end of the signature. Where it seemingly goes from a rise like a T into a drop like a Y. Not those exact letters or anything. But there were like 3 names of lesser known players that seemed to fit the general look of it. But none of them have examples online to compare to. All I can safely say is it doesn't look like any of the big big name players like Quinnell. Unless they changed their signature around this time as well before becoming a sought after autograph

Otherwise it looks like it starts with an S or a G with a custom touch to it. The letter that goes low appears to be a j. Which that alone throws a wrench in it. But then the letter before that is inconclusive, but whatever it is, it exits low and then goes up as if to do an R. And they transistion that R into the J. Which even moreso makes less sense but could just be an artisitic decision. Then after it looks like an L followed by something else. So someone added some artistic flair to their signature so even identifying letters to look at players is difficult. Until statbunker is back up which is the only place I've seen a player list, I can't do much else

Looking at the S at the start of the signature I think it would be Scott Quinnell
