The reason the wheels are diffferent sizes was that the chain assembly was yet to be invented. Bikes with same size wheels did exist too at the time, but were exhausting to use as they did not have chains either and relied totally on the strength of the rider to push off - that is why the Penny Farthing was the first innovation before the chain mechnism came along.
I'm not 100% sure I got your statement. Having a smaller driving wheel would need less leg force from the rider to achieve the same acceleration. I do believe the wheel was so big because the radius needed to be close to the lenght of the legs of the rider since it's the distance between the seat and the pedals.

Dismounting is simple, just swing your leg back, step on the peg and step back and to the side. You do a lot more mounting/dismounting on a penny-farthing than a modern bike. You dismount whenever you stop, but there's so much angular momentum in the wheel that you can go reeeeally slow without stopping. For the daring, you can freewheel by hooking your knees over the handlebars and leaning back. The handlebars are set low so it's easy to do. You can do a hard stop by stepping back as if for a dismount, and pressing your shoe into the small wheel. (Brake shoes!)

He lived in Evansville Indiana and was going down one of the streets that lead to the Ohio river. Everything was going great until he built-up some speed. That was when his feet came off the pedals and he knew if he applied the break it would plant his face into the street. He started yelling at people to get out of his way and they did. He hit the docks going very fast and was launched into the air and hit the water about 40 or so feet out into the Ohio river. If you ever want to do a little diving, you might find my Dad's wheel. ❤

Before air-filled tires, bike wheels were made of iron on wood, which is a very bumpy ride. In the Penny-Farthing however, the larger wheel offered a much smoother ride, and also because it used solid rubber. Now there was already a bike design with two wheels of the same size called the velocipede. It's essentially like our modern bikes but with no pedals. You had to use your legs to push yourself forward. So not only was it a bumpy slow ride, it was also tiring. The Penny-Farthing was smoother, faster, and less tiring. BUT, like what he said, it was a dangerous bike. Not just using the brake but some stone may halt the large front wheel and throw the rider forward, which was sometimes fatal. It also can't be used uphill. BUT many people find the benefits outweighing the danger.
We had one in the family, it was a ~1980 replica. Brake on the back wheel. Well I sold it but before listing I figure I have to try it. Watched some RUclips instructions. Let me add one more advice coming from experience... When you get up on it and your first push on the pedal - you must counteract it with the steering. Yes it's obvious physics-wise but I hadn't coordinated my moves. So up, push left pedal forward, it steers to the right and I fall, landing with my left shoulder taking a hit. For those wondering why they made the front wheel so big this was before the chain and gear system. The pedals were just attached right to the front wheel i. Order to not have a bike where you had to pedal super fast they made the wheel so large. Big wheels use the same concept. When you ride them you have to pedal like crazy. The pedals on this bike always move since they have noway to disengage from the wheel.
Another advantage of the big wheel is that even at low speed, the inertia means that it's relatively stable side to side. It won't tip over as you are scooting forward to get on like he demonstrates. But he's right, stopping is still tricky and an emergency stop is not happening.

The only way to stop it is to slow it down. I believe some of these had like a metal flip flop tou put your feet in so you could slow them down easier. Other people woild use buildings as a brake getting close to a wall and using their hand to slow down. But going down a huge hill no way you could stop this thing.

You want to make your rider closer to ground? you don't need to put a wheel below you, so you can. so all in all, it opens up design space.

Gears enable us to adjust how much or how little we need to rotate the pedal to get to a certain rotation of the wheel. before the chains, 1 pedal rotation is always equal to 1 wheel rotation. so the only way for any ratio is through wheel/pedal diameter. after the chains, using gears we can adjust, say, if we want 1 pedal rotation to eqal to 2 wheel rotation. due to this, it's then become unnecessary to adjust wheel diameter anymore. you can make the wheel small but the rotation fast without the pedal going as fast.

My grandpa had one of these from his father that he took care of and taught us all how to ride in the late 80s and early 90s. Most of my friends got to learn how to ride. To get off we would slowly brake to slow down, then hop backwards off the bike while holding the seat to stop it as we land, taking a few steps with the bike after you land.
We had these in preschool, I'm old but under 50. Anything before the 80's they didn't care about safety. Seatbelt requirements came that decade for cars

It's because of the lack of gears, so they needed a big wheel so you didn't have to pedal so fast to pick up some speed
Because as you can see, the bike from before have no chains nor independent axle versus the pedal
Your foot rotation translate directly to the wheel rotation
That means, to go fast, you need to either turn your foot as fast (remember kid tricycle? Fast foot rotation, only small distance covered).
or
make the ratio of wheel to foot big. Explaining the big front wheel. It is made so that you can cover a long distance with only few foot rotation.

1. it disjoints the position of your pedal axle and the wheel axle. this means that as long as it is on one plane, you can put the position of rider's feet anywhere in relation to the wheel.
You want to make the wheel supar far behind you? sure you can.
You want to make the wheel bigger than the length of your leg? be my guest.
You want to make your rider closer to ground? you don't need to put a wheel below you, so you can.
so all in all, it opens up design space.

2. with different axle, then we can further separate the pedal rotation and wheel rotation. this is done via one crucial component. Gears.

before the chains, 1 pedal rotation is always equal to 1 wheel rotation. so the only way for any ratio is through wheel/pedal diameter.
after the chains, using gears we can adjust, say, if we want 1 pedal rotation to eqal to 2 wheel rotation.
due to this, it's then become unnecessary to adjust wheel diameter anymore. you can make the wheel small but the rotation fast without the pedal going as fast.

I am such a careful cyclist, i would NEVER dare to get on this thing, let alone in traffic and without a helmet and other protection!
Drag race cars use wheelie bars to prevent them from going over backwards. Same thing might apply on the front of this bicycle. They could be mounted several inches above the ground, making contact whenever it tipped forward.

My grandpa had one of these from his father that he took care of and taught us all how to ride in the late 80s and early 90s. Most of my friends got to learn how to ride.
To get off we would slowly brake to slow down, then hop backwards off the bike while holding the seat to stop it as we land, taking a few steps with the bike after you land.

We had these in preschool, I'm old but under 50. Anything before the 80's they didn't care about safety. Seatbelt requirements came that decade for cars
I'm also under 50, I'd prefer not to think of myself as old.
