Reading the comments goes to show how people don't understand the decisions that are made while fighting a fire. Vacant building means there is no reason to risk personnel for interior fire attack, hence why they went defensive and did exterior fire attack.
@markescartin6613 under new York law, you cannot collect any insurance money on abandoned building.. all abandoned buildings has there power turned off by CON-ED....If no power to building. You're nuts. It was a vacant building. There was no sense risking lives to go inside a vacant burning building. So they had to wait for the tower ladders to be set up. They did go inside after it was knocked down to look for hot spots. But the risk was too great for no reward to send people into this building initially. And it takes time to get the tower ladders ready to fight the fire.
its a vacant building with no exposures (buildings on either side were demolished previously) so not much point in risking safety to get water on it in a hurry

Convenient fire for a lot that is being sold--while the fire could be accidental set by vagrants or kids, more than likely it is akin to the classic "insurance fire". Fires like this were typical back in the 1970s and 1980s in NYC as a way to clear away slum/tenement housing for future development and many times the demolition costs would be offset by insurance proceeds and the like.
